Get Answers: Thesis/Dissertation

I am in the process of writing my dissertation proposal and am fighting some pretty awful writing fears. I have tried many of the suggestions that I have been given (try to write every day [hard to do when it stresses you out so much]; free writing; writing about different topics just to get the juices flowing etc) but they are not getting me closer to having this proposal done. I worry what this means for my dissertation, but for right now I am trying to focus just on getting through this one step. Have any of you overcome this? Do any of you have experience using a writing coach or PhD coach outside of your department/school (perhaps even online)? I don't have much money, but I am wondering if that would be useful...
